Indonesia's Ministry of Manpower, Huawei Forge Closer Collaboration through New Agreements to Establish Future of Work

 


Global ICT provider Huawei today signed a memorandum of understanding (MoU) with the Ministry of Manpower of the Republic of Indonesia as the nation builds the foundation for the digital future. Simultaneously, the MoU will oversee the implementation of two strategic collaboration agreements with the Directorate General of Vocational Training and Development, Ministry of Manpower, and the Directorate General of Supervision & Development for Occupational Safety and Health, Ministry of Manpower.

Present to witness the MoU were Dr. Ida Fauziyah, M.Si, Minister of Manpower of the Republic of Indonesia and Jacky Chen, CEO of Huawei Indonesia. The MoU was signed by Ken Qi, Vice President, Director of the Board, Huawei Indonesia, and Anwar Sanusi, Ph.D., Secretary-General of the Ministry of Manpower. On the other hand, the strategic collaboration agreement on training was signed by Lai Chaosen, Vice President of Delivery & Services, Huawei Indonesia, and Budi Hartawan, S.E., M.A., Director General of Vocational Training and Productivity Development, Ministry of Manpower, while the strategic collaboration agreement on workplace safety was signed by Lai Chaosen, Vice President of Delivery & Services, Huawei Indonesia, and Hery Sutanto, S.T., M.M, Director of OSH Institutional Development, Ministry of Manpower.

The Memorandum of Understanding between Huawei and the Ministry of Manpower comprises three key areas, broadening Huawei’s collaboration with the Ministry: improvement of human resources through vocational training and certification; training of trainers; and implementation of human resources development and training for working at height, and occupational safety as well as health.

The MoU comes at a critical point in time as Indonesia anticipates the future of work. Already the world is progressing rapidly towards utilizing sophisticated digital technologies such as 5G, AI, machine learning, IoT, and big data analytics. Before they can be implemented, these technologies depend on the installation of wireless and microwave networks, as well as other fieldwork, that necessitate the constant supply of skilled field workers equipped with the right practical knowledge and know-how.

Expanding upon the MoU, together with the Directorate General of Vocational Training and Development, Huawei is developing a series of training of trainers (TOTs) programs to ensure a consistent passing-down of knowledge and skills, accompanied by industry-standard competency certifications. Huawei is also looking to develop a syllabus for national competency together with the Directorate General, for the purpose of generating the link-and-match between educational results and industry demands.

Furthermore, emboldened by Huawei’s track record of maintaining zero workplace accidents together with the Directorate General of Supervision & Development for Occupational Safety and Health in the past few years, both parties are looking to jointly develop new guidelines and better coordination for workplace safety, specifically concerning work at heights.

“As Minister of Manpower, I would like to thank Huawei Indonesia for having absorbed 2000 Indonesia workforces; helping tackle COVID-19 pandemic and playing a role to bring Indonesia closer and connected,” Dr. Ida Fauziyah, M.Si, Minister of Manpower of the Republic of Indonesia, lauded “In particular, we would like to extend high appreciation to this MoU. We need contribution from all stakeholders and Huawei has proved itself to engage to work together in building Indonesia’s manpower through efforts to upgrade competence and digital literacy that is important to prepare workforces ready to anticipate Industry 4.0.”

According to Minister Ida, the MoU emphasis on giving training to trainers is crucial to raise competency of the trainees and ensure practical skills and knowledge being passed down to next generations. In addition, the cooperation and special competency related to occupational safety and healt (OSH) is also critical to guarantee safety for those working at the high-risk work environments.

Our MOU is expected to accelerate the achievement of the government's target to nurture 9 million digital human resources in Indonesia by 2030. The talents benefited from our MOU will be the backbone of Indonesia’s digital future,” Jacky asserted

Meanwhile, Lai Chaosen, Vice President of Delivery & Services, Huawei Indonesia, said,”Huawei developed work safety system based on AI technology and rigorous workplace safety and health procedures, which can monitor workers’ on-site compliance towards health protocols such as wearing masks, protective clothing and eyewear, helmets, and other requirements. Together with the Ministry of Manpower, Huawei is bringing the future of work to Indonesia.”

Huawei has been working together with the Ministry of Manpower to develop telecom human resources. Having signed the cooperation agreements in 2018 with the ministry’s PNK3 and in 2019 with the ministry’s Binalatas, respectively, Huawei helped enhance collaboration in online learnings and on-site training. More than 3,000 trainees have benefited from the program in the past four years.
